(Received Colonial Office, 8.55 a.m. 23rd July, 1914).

Following telegram sert to Governor-General of

Canada to-day begins: "It is reported that Government of Canada proposes to deport Indian emi-

grants on board Komogata Laru to Hong Kong. It is certain that there will be no employment for large majority of these men here. Master owner or agent of steamers by which they are brought back will be held liable for all charges incurred by Government of Hong Kong in connection with support or if they consent repatriation of destitutes. Agents of Komogata Maru and of Canadian Pacific Railway steamers have been warned accordingly. Government of Hong Kong has no power to deport these men compulsorily. May I suggest that if deported

from Canada they may be sent back to Indian without calling at Hong Kong." Ends: I propose to take
